The packets were discovered by observant daycare workers.
According to a report from The Associated Press, a four year old handed out 249 packets of heroin at her daycare center on Monday because she thought the little baggies were full of candy.
Citing Delaware State Police, The AP notes that none of the baggies were opened, although several children went to the hospital out of an abundance of caution.
The New York Daily News reports that the young child went to school with the heroin-filled backpack because her normal backpack had been ruined by a family pet.
The packets were discovered by observant daycare workers and the Delaware State Police were called to investigate the incident.
The child’s mother, 30-year-old Ashley Tull, was arrested and charged with Maintaining a Drug Property and three counts of Endangering the Welfare of a Child, WPVI reports. Her three children have been sent to live with a relative.
According to the National Institute of Drug Abuse, in 2012 about 669,000 Americans reported using heroin in the past year, a number that has been on the increase since 2007. Furthermore, the number of people meeting Diagnostic and Statistical Manual of Mental Disorders criteria for dependence or abuse of heroin doubled from 214,000 in 2002 to 467,000 in 2012.
