President Obama signs government funding bill

The law will be in place until it expires or until Congress approves annual Appropriations legislation for the 2015 fiscal year.

Friday, President Barack Obama signed into law the plan to keep the government funded through mid-December, avoiding what would have been an inevitable shut-down.

The bill was passed by Congress earlier this week and it continues funding for government programs at the current annual cap of $1.012 trillion until December 11, as reported by FedSmith.

The law will be in place until it expires or until Congress approves annual Appropriations legislation for the 2015 fiscal year.

An amendment to authorize the training and equipping of Syrian rebels to fight the Islamic State of Iraq and the Levant was included in the law, as requested by the President and adopted by the House floor.

The law also includes a 1 percent pay raise for 2015 for all federal employees, $88 million to combat the Ebola outbreak in Africa, and a short-term re-authorization of the Export-Import Bank through June, 2015.

However, as Shaun Donovan, the director of the Office of Management and Budget, said as reported in Federal Times, “this continuing resolution is only a temporary solution. And there is more work to be done when Congress returns to pass comprehensive full-year appropriations legislation that appropriately funds both national security requirements and critical domestic priorities that promote economic growth, opportunity, and innovation.”

The law could be amended when Congress passes their appropriations legislation, and any aspect of the law, including the 1 percent pay raise or the authorization to train and equip Syrian rebels, could be gone.

Other crises the law makes provisions for include extending funding flexibility for Customs and Border Protection and Immigration and Customs Enforcement so their staff and operations can be maintained, funding for weather satellite programs, and extending expiring Defense Department counter-drug operations.
