California pediatrician accused of hiding camera in patient restroom, possessing child porn

Dr. Carlos Teran Miranda was arrested as he arrived at work at the Golden Valley Health Centers pediatric clinic in Merced, Calif.

Dr. Carlos Teran Miranda, 35, was arrested last Tuesday for allegedly placing a hidden remote camera inside a patient restroom, and also for possessing child pornography. Teran Miranda was arrested as he arrived at work at the Golden Valley Health Centers pediatric clinic in Merced, Calif.

The investigation began on Friday, Jan. 30, after a woman discovered the hidden camera inside a flower arrangement that was sitting on the back of the toilet inside a unisex restroom at the clinic. When the woman discovered the camera she took it to the administration building and notified police, who determined that Teran Miranda was a suspect.

The doctor’s residence, as well as the clinic, was staked out. Two search warrants were obtained, and during the search of his home detectives seized sufficient evidence to make the arrest on suspicion of possessing child pornography. Lt. Matthew Williams of the Merced police said that most of the items seized by detectives were in electronic form. Williams did not say whether the victims of the child pornography were patients at the clinic, or if the images came from the hidden camera.

More than 20 nonprofit health centers are operated by Golden Valley, providing medical, dental and behavioral health services in Stanislaus and Merced counties. Restrooms and patients areas at all Golden Valley health facilities have been searched for other photographic devices, but officials say no more have been found.

Teran Miranda is on administrative leave, according to Golden Valley officials. He was booked into Merced County Jail and released on bail Tuesday evening.

Teran Miranda has worked for Golden Valley Health Centers since 2013. He has admitting privileges at Mercy Medical Center as well, and, according to a hospital spokesperson, had access to the health center patients who are admitted to the hospital. Golden Valley Health Centers says that background checks are run on all new employees, and the credentials and backgrounds of all providers are checked through the Office of the Inspector General and the National Practitioner Data Bank.

The California Medical Board has begun its own investigation to determine whether Teran Miranda should be allowed to continue practicing medicine. Cassandra Hockenson, spokesperson for the board, said that even if charges against the physician are dropped, the medical board will still continue investigating, and that if they feel he is a danger to patients he will not be allowed to continue practicing.
